Republic of the Congo – Electronic Cargo Tracking Note (ECTN/URN)

Republic of the Congo – Electronic Cargo Tracking Note (ECTN/URN)
According to the Republic of the Congo Notice No. 151 / CCC/DG issued on 15/04/2004, effective immediately, all cargo destined for Pointe-Noire in the Republic of the Congo or transshipped via its ports must apply for an ECTN certificate through an official agent at the port of loading. Failure to obtain this ECTN certificate will be considered a violation of regulations, resulting in customs clearance issues and fines at the port of Pointe-Noire in the Republic of the Congo.ECTN stands for ELECTRONIC CARGO TRACKING NOTE, also known as EBSC in French. The certificate number is referred to as URN NO. It refers to the electronic cargo tracking report. Failure to apply for this ECTN will be deemed a violation of all regulations governing shipments to the Republic of the Congo and will result in severe penalties at the destination port. Non-compliance may lead to the shipping line at the port of loading being unable to issue the Bill of Lading, or the consignee at the destination port being unable to clear customs. One Bill of Lading corresponds to one ECTN, and the ECTN details must match the Bill of Lading.
Note
**The ECTN certificate must be processed before the shipping line issues the original ocean Bill of Lading. The original ECTN is normally issued within 5 working days after vessel departure; delays will incur penalties.
**Once approved and effective, the original ECTN certificate (in PDF format) will be emailed to the applicant, who should then forward this original certificate to the consignee at the destination port and the shipping line, etc.
