DR Congo - Electronic Cargo Tracking Note (DR.Congo - FERI)

According to the latest decree of the DEMOCRATIC REPUBLIC OF THE CONGO, the new FERI certificate system has been officially implemented since 2019. ICTS Shanghai Jichang can continue to accept applications for the new FERI certificate. The old FERI certificate system was completely shut down on April 1, 2019. The former general agent in Italy, as well as the secondary agents in Singapore and Hong Kong, no longer have the qualification to issue any FERI certificates for the DRC after April 1, 2019. To avoid unnecessary fines, export customers must read the following carefully.

DR Congo – Electronic Cargo Tracking Note (FERI)

The Democratic Republic of the Congo (French: République démocratique du Congo), formerly known as Zaire (French: Zaïre), is a country in Central Africa, with its capital at Kinshasa.

The most important port in DR Congo is Matadi, located on the left bank of the lower Congo River (Zaire River), approximately 135 km from the river mouth and accessible to 10,000-tonne seagoing vessels. The port features 10 alongside berths arranged sequentially from upstream to downstream, with water depths of 8–10 metres and berth lengths ranging from 143 to 188 metres. Berth No. 7, at 188 metres in length, can accommodate fully cellular container ships. All berths are equipped with lifting machinery. The port handles an annual throughput of around 2 million tonnes, ranking sixth in West Africa for container throughput.

Other ports or cities requiring a DR Congo FERI include: Kinshasa, Lubumbashi, Goma, and Bukavu.

According to the Democratic Republic of the Congo Notice No. ADG/ADT/DFL/FAD/NO.004/BB/04/2008, issued on 22/04/2008 and effective immediately, all cargo destined for DR Congo ports (MATADI) or transit ports such as DAR ES SALAAM, MOMBASA (e.g., DAR, DURBAN, POINTE NOIRE) must be covered by a FERI certificate.

Failure to obtain this FERI will be considered a violation of all regulations governing shipments to DR Congo and will result in severe penalties at the destination port. Notice No. ADG/ADT/DFL/FAD/NO.004/BB/04/2008, issued on 22/04/2008 and effective immediately, requires that all cargo destined for DR Congo ports (MATADI) or transit ports such as DAR ES SALAAM, MOMBASA (e.g., DAR, DURBAN, POINTE NOIRE) must be covered by a FERI certificate.

Failure to obtain this FERI will be considered a violation of all regulations governing shipments to DR Congo and will result in severe penalties at the destination port. Non-compliance may prevent the shipping line at the port of loading from issuing the Bill of Lading, or prevent the consignee at the destination from clearing customs. One FERI certificate corresponds to one Bill of Lading, and the details on the FERI must match those on the Bill of Lading.
