Angola – Cargo Tracking Note (AGENCIA REGULADORA CERTIFICACAO DE CARGA E LOGISTICA DE ANGOLA - ANGOLA)
The Angola ARCCLA certificate, also known as the Loading Certificate, is a document that resembles a "certificate." Many customers refer to it as ARCCLA certification, ARCCLA certificate, ARCCLA shipping certificate, ARCCLA certificate, or ARCCLA certification, but the definitions of "certification" and "certificate" may differ. According to ANGOLA regulations, all cargo destined for Angolan ports such as Luanda, Cabinda, Lobito, and Soyo (transshipped via Pointe-Noire) must apply for an ARCCLA shipping certificate. Failure to apply will be considered a violation of Angolan regulations and may result in issues at the destination port. ARCCLA stands for AGENCIA REGULADORA CERTIFICACAO DE CARGA E LOGISTICA DE ANGOLA, also known as the Loading Certificate or Cargo Tracking Note.
Angola ARCCLA Certificate Application Process:
Required Documents
1. Bill of Lading
2. Commercial Invoice and Packing List for destination customs clearance
3. DU (DU No.)
4. Completed ARCCLA application form
****
1. The DU document is one of the mandatory documents required to apply for the CNCA. When processing the Angola CNCA, a DU No. is essential to issue the CNCA certificate. Its correct designation is DU Provisorio, also known as Licienciamento, which is an import license issued by the Angolan Ministry of Commerce, equivalent to registration with the Angolan Ministry of Trade. To apply for this document, the importer must provide a proforma invoice, which is submitted to the Angolan Ministry of Commerce through a customs broker. In Angola, this process is also referred to as "punching."
Since January 17, 2014, Angola has required the D.U. CERTIFICATE for customs clearance or other clearance procedures. D.U. CERTIFICATE, full name DOCUMENTO UNICO, translates to Import License in Chinese, and is one of the essential documents for customs clearance.
Application Procedure
1. Send the required application documents to our company email as specified above.
2. Upon receiving the applicant's documents, we will calculate the ARCCLA fee for that shipment based on the provided information. After confirming the payment method with the applicant, we will issue a fee breakdown according to the payment method for the applicant to arrange payment. Once payment is made, please provide the payment slip for our finance department to verify receipt.
3. Our operations staff will check the documents provided by the applicant, guide any necessary revisions, and send an ARCCLA DRAFT for the applicant's confirmation based on the provided information.
4. After the draft is confirmed, we will submit it to the destination port's approval authority for review and approval. The normal approval processing time by the destination authority is 1 working day.
6. After ARCCLA approval, we will send the approved original ARCCLA shipping certificate to the applicant, who will then forward it to the consignee for customs clearance at the destination port.
Note
How to use the ARCCLA Shipping Certificate: The Angola ARCCLA shipping certificate is issued in two copies, a white copy and a blue copy. White Original: The shipper should send the white original to the consignee at the destination port; the white copy will be used by the consignee for customs clearance.
