Nigeria SONCAP Certification

SONCAP stands for Standards Organization of Nigeria Conformity Assessment Program, which is a mandatory conformity assessment program in Nigeria. SONCAP is a new policy implemented by Nigeria to inspect and control the export of substandard and unsafe products into the country.

Nigeria SONCAP Certification

The Standards Organisation of Nigeria (SON) is the government agency responsible for formulating and enforcing quality standards for imported goods and locally manufactured products. To ensure that regulated products comply with approved Nigerian technical standards or other international standards, and to protect Nigerian consumers from unsafe or substandard products, SON has implemented a mandatory pre-shipment conformity assessment program (hereinafter referred to as SONCAP) for regulated goods exported to the country.

After years of implementation, a new SONCAP policy took effect on April 1, 2013, according to the latest notice. Compared with the previous SONCAP, significant changes have been made. Exporters no longer apply for a SONCAP certificate for each shipment; instead, they apply for a CoC (Certificate of Conformity). After obtaining the CoC, the exporter provides it to the importer to apply for the SC (SONCAP Certificate). The SC is applied for directly by the importer at the local SON office. Additionally, on-site sampling and testing, inspection, and cargo supervision during loading are required based on the product's risk category.

Three Routes for Nigeria CoC Certification (as illustrated):

Route A – For occasional shipments (once a year)
After the exporter's goods are produced, an inspector examines the goods, then draws samples from the bulk cargo for testing. If the test is passed, a Product Report (PR) is issued. Prior to shipment, loading supervision is conducted and a seal is affixed. Upon compliance, a CoC certificate is issued.
  Required documents:
  1. CoC Application Form
  2. Product name, product photos, HS code
  3. Packing List
  4. Proforma Invoice
  5. FORM M number

Route B – For products shipped multiple times a year.
First, the exporter applies for a Product Certificate (PC). The PC application process is as follows:
  1. PC Application Form
  2. Product name, product photos, HS code
  3. Qualified test report from an ISO 17025 accredited laboratory
  4. Factory system audit
Once obtained, the PC is valid for one year.

After the goods are produced, the factory applies for the CoC as follows:
  1. CoC Application Form
  2. Packing List
  3. Proforma Invoice
  4. FORM M number
Once the documentation is complete, inspection, sampling and testing, and loading supervision are carried out on a certain percentage of the goods (no less than 40%). A CoC certificate is issued upon compliance.

Route C – The factory first applies for a License, with the following conditions:
  1. At least four successful applications under Route B
  2. Two factory audits conducted and passed
  3. Qualified test report from an ISO 17025 accredited laboratory
The License is valid for one year after issuance.
After the goods are produced, the factory applies for the CoC as follows:
  5. CoC Application Form
  6. Packing List
  7. Proforma Invoice
  8. FORM M number
Once the documentation is complete, inspection and loading supervision are carried out on a certain percentage of the goods, at least twice a year.
