Madagascar – Electronic Cargo Tracking Note (The Republic of Madagascar - BSC)
In accordance with the import goods inspection procedures signed by Madagascar on March 23, 2007, all shipments to Madagascar must apply for a BSC Cargo Tracking Note. The purpose of the BSC inspection is to strengthen the identification, regulation, and tracking of imported goods in Madagascar. BSC is a modern, web-based inspection technology that enables true efficiency. Failure to apply will be considered a violation of Madagascar's regulations and will result in severe penalties at the destination port. To avoid unnecessary fines, export customers must carefully read the following instructions.
Note
**The ECTN certificate must be processed before the shipping line issues the original ocean bill of lading.
**Once approved and effective, the original ECTN certificate (PDF format) will be emailed to the applicant, who should then forward this original certificate to the consignee at the destination port and the shipping line, etc.

Madagascar (The Republic of Madagascar) - BSC Certificate Application Process:
Application Documents
1. Application Form (BSC Application Form)
2. Scanned copy of the original Bill of Lading
3. Scanned copies of the Packing List & Commercial Invoice used for destination port customs clearance
4. Export Customs Declaration
5. Scanned copy of the Freight Invoice (for EXW or FOB terms)
Madagascar BSC Application Process:
1. The applicant provides the application documents;
2. Upon receiving the above materials, we issue a formal payment notice, and the applicant arranges the remittance;
3. We issue the certificate number and a draft certificate for the applicant to confirm;
4. We issue the original certificate.
Note:
The original Madagascar BSC certificate is an electronic version and will be sent to the applicant's email.
The applicant must print this document or forward the attachment to the destination port consignee, freight forwarder, or shipping line, etc.
The original ECTN (BESC) must be issued and effective at least one week before the vessel arrives at the destination port; otherwise, penalties may be incurred or customs clearance may be impossible. Once the number is released, the container quantity and type cannot be changed.
